West Vancouver man charged with luring child over internet

Vancouver police have charged a West Vancouver man with child luring after conducting a sting operation.

Richard Christopher Garcia, 42, is charged with one count of communicating via a computer to lure a child under 14.

Vancouver police say Garcia posted an ad on Craigslist in early August seeking to meet a school-age girl for sexual purposes.

An investigator posed as a 14-year-old girl and struck up an online relationship with Garcia, who allegedly exchanged emails of a sexual nature with the officer. Arrangements were then made between the two to meet at a pre-determined location. Vice Unit members moved in and made the arrest when Garcia allegedly showed up to meet the girl.

Garcia, who is not previously known to police, has been released on a Recognizance of Bail with the following conditions:

• not to access the internet

• not to possess any computer, cellphone or PDA that has internet access

• not be in the company of any female under 16 unless accompanied by a parent or guardian of that person

The Children of the Street Society launched a new campaign earlier this year aimed at child predators who solicit children online, called “Predator Watch.
